Dems attack budget reform bill as dynamic scoring initiative

House Democrats continued their criticism of a GOP budget reform bill on Thursday by saying it’s designed to make it easier to justify tax cuts, and is essentially an attempt to introduce dynamic scoring into the process of passing major legislation.

The House is debating H.R. 3582, the Pro-Growth Budgeting Act, which requires the Congressional Budget Office (CBO) to provide macroeconomic analyses on bills with a major budgetary impact — with the exception of appropriations bills — so that Congress has an understanding of what these bills would do to the economy.

But Democrats said Republicans are hoping to write into law this requirement in a bid to make it easier to justify tax cuts, since the CBO would presumably find that tax cuts would help the economy.
